 From Autodesk QA

 Steps:
 1. Open one flexible web layout with one of Bingmaps as base layer.
 2. Pan in the Map.

 Results:
 Only the base map panned, the layers didn't.
 Please refer to the attached png files.

 Expected results:
 Layers should pan together with base map.
