 Step:[[BR]]
 1. Create SDF layer and add both dynamic and base layer into the map[[BR]]
 2. Create FWL and set Bing map as commerial layer[[BR]]
 3. Preview FWL[[BR]]

 Result:[[BR]]
 Dynamic layer and Base map does not match with each other (see attached
 dismatch.png)[[BR]]

 Expectation:[[BR]]
 The base map layer should be the same as the Dynamic layers when
 displaying in Bing map.[[BR]]


 Comments:[[BR]]
 It shows OK for other commerial layers.
