Comment(by christinebao):

 Hi Jng,

Thank you very much to find out the problem of this ticket. Yes, the
offset is caused by scale 591657550.500000. The scales are set by Studio
automatically. We use the full set scale, which is Google layer scale:
 1128.497220, 2256.994440, 4513.988880, 9027.977761, 18055.955520,
 36111.911040, 72223.822090, 144447.644200, 288895.288400, 577790.576700,
 1155581.153000, 2311162.307000, 4622324.614000, 9244649.227000,
 18489298.450000, 36978596.910000, 73957193.820000, 147914387.600000,
 295828775.300000, 591657550.500000.[[BR]]

There are total 20 scale in Google layer, and Bing map/Yahoo map/Open
street map are subset of Google layer, so we use the full set.[[BR]]

As I remember MapGuide tiled map is treated as overlay on commercial
layers. So I think MapGuide tiled map should find out which is current
commercial layers scale and show the one matches. If MapGuide titled map
has more than the commercial layers have, it should ignore those cannot
find matching scale. However the behavior of Bing map seems that it's hard
coded by offset, not decided by scale value, is it?

Anyway, it's glad to know the reason of this ticket. Let's find out a
 solution to fix it.

 Thanks & regards,
 Christine
