Joern,

The OGR GML2 reader does not use XML schemas, and
as such is far from being a "proper" GML reader.  One of
it's jiffy rules is to look for "featureMember" elements in
order to identify what parts of the xml file are features.  I
think this is missing in the problem files, and so they don't
work.
