Bart,

There is no fixed plan for this, but Mateusz Loskot and I have been
discussing the possibility of his doing a brand new GML3 driver not
built on the same adhoc techniques currently used in the GML2 driver.

I think it would be interesting to approach this as a two stage process,
with the first stage being the "simple features" profile of GML3 that
was recently approved by OGC, and then a second stage to move to a more
full featured implementation.

One issue is that GML3 includes some sophisticated data modelling capabilities
not inherent in OGR.  So we might either have to upgrade OGR or recognise
the limitations in the driver.

If anyone interested in potentially supporting such an effort would speak
up, I could try and prepare a more formal proposal with Mateusz in the coming
weeks.
