[gdal-dev] Default progression order in JP2OpenJPEG driver

I would be interested in doing this, I can probably create a doc that
outlines JP2/NITF C8 at a high level.

Most of the JP2 people I know (myself included) aren't doing JP2 anymore,
but it is a very useful format.
