[gdal-dev] GDAL 3.6.0 release candidate available

Thanks Even

I tested it in Ubuntu 20.04, 22.04, Windows and Macos without any problem
(including Macos ARM M1).
However I do not use any exotic raster driver, so probably not very helpful.
