Matt,

surprisingly or not, the GTiff driver doesn't try to get the SRS from a .prj side car file.

So just do

gdal_edit.py 047_0001.tif -a_srs "$(cat 047_0001.prj)"

I have a collection of aerial photos for which neither gdal nor arc pro recognize the projection. To my eye the .prj files look ok. Attached txt is gdalinfo v3.8.0 report along with the .prj. I manually formatted the below for readability:
