[gdal-dev] Motion: adopt RFC 99: Geometry coordinate precision

Hi,

the implementation has now been merged into master.

Out-of-tree drivers or forks with new drivers will need to accommodate 
for the change in ICreateLayer() following the hint at 
https://github.com/OSGeo/gdal/blob/35feb24f2869750382223a9746cadd04b65b67bd/MIGRATION_GUIDE.TXT#L9
