[OSGeodata] Access to non-OGC data?

I can't see why we wouldn't.  If we view everything (data/services/etc.)
as a resource, a resource shall have appropriate metadata, and the
metadata can/will point to the resource, whether it's static data, or an
interactive (or web) service.

Does this make sense, or am I off here?
