I think the growing consensus is that GeoNetwork is the right platform
for this committee's goals. There are two possible hack session
opportunities coming up in the next couple of weeks -- a GeoNetwork
workshop at FAO in Rome:

It seems like there's a great opportunity to put heads together and
get something working, and possibly extend with work on "simplest
useful" user interfaces to help non-experts explore the catalog...
