With PostGIS you don't need to use OGR.

Even some GeoMOOSE Doc.

If I go with Postgres how would
I change the code to hit that database?

Jay,

I'd highly recommend postgres with postgis over MySQL.  MySQL's GIS
support is FAR lacking compared to PostGIS.

Also, the installation of Postgres + PostGIS is very painless and comes with a
nice GUI (pgAdmin III).

I am trying to get MySQL running on my computer.
I downloaded the Community Server at http://dev.mysql.com/downloads/
I then installed it on port referencing 3306
 
I don’t see any graphic interface.  Is there one. 
How do I create tables etc.
