We're not currently building .deb's or .rpm's.  Honestly, if MapServer and PHP are running already, then getting GeoMOOSE up is pretty easy.  We are now using autoconf (as of 2.0.1) to configure paths, so if you're familiar with the Linux tools installation should be pretty painless.
