I am afraid 23 UTC is right when I start work (so perhaps a bit earlier?) 

I am not sure if you guys have IRC meetings or not? I would happily just join one and say hi ...

Consider incubation as something the project is doing; just like making a release; it will take some volunteer effort and planning.
