[GeoNode-users] How do I enable the "Create Layer" application?

Thank you for the quick (and informative) reply.
What got me worried about about not seeing this facility wasn't so much
not-being-able-to-create-empty-layers, as the implication that PostGIS
wasn't enabled for GeoNode and that GeoNode might not be using the postgres
databases that have been created for it.  This might be me worrying over
nothing and all is as well as it can be for this version of GeoNode, but I
wanted to know if there is something else I need to set up.
