[GeoNode-users] superuser has no permissions on layers after DB migration from old Geonode version

We install a new geonode 4.0 using docker on Ubuntu 22.04.2 LTS.
We migrate all data from an old Geonode 3.1.0:
- geoserver data folder into the new one.
- geonode DB
- geonode_data DB

We run the commands manage.py migrate and "sync_geonode_datasets -updatepermission".
Geonode application is working but permissions on layers are not correct. Only Layers set visible to "anyone" work properly without any issue.
All other layers that have some restrictions are not visible to any user, even superusers or the owner.
On geoserver the geofence rules seem to be correct but they are probably not working.
What can be the solution or the error? Thanks,
