To get started quickly you might also want to consider Clips.

Its a C-coded Expert System Shell Environment (-> Rete) which internally provides a Lisp-like language environment ("COOL"), which can be used to model agents interacting with GRASS-data. 
For loose-level coupling with GRASS using Perl, there used to be the CAPE project (http://cape.sourceforge.net/). Unfortunately, the projects seems to be dormand for now. 
There's also the option of tight coupling of Clips/GRASS, but that seems to be unexplored.
