[GRASS5] Pushpin overlays

Dear List,

I have a need to put pushpin (or whatever) icons over an image.  I know I
can overlay a vector file over an image, but how do I make a vector file
with an icon in the lat-long locations of my choice?  Assume I know next to
nothing about this and you might be close :-)
