I completely agree, the discussion should be open (at least for a given 
time) to developers.
But I also believe that PSC members should limit theirs participation to 
the "pubblic discussion"...
No personal fight should never happens! (Why you block my idea? and not 
the other one?)
I think that the PSC should express the result of internal debate as an 
unique entities.
Of course motivations and suggestions should always be given...
(I know are GRASS guy are good guys, but define clear rules sometime can 
help..)
Anyway, I like the PSC mailing list idea.
