If you refer to:

http://cran.r-project.org/web/packages/raster/index.html

you'll see that it requires R (≥ 2.11.0), which you don't meet. Your R is 
definitely in need of an upgrade, current is 2.13.1, and this is available 
as an ubuntu binary for lucid lynx:
