Web browseable GIS

Hi

I am trying to get a state of the environment database together, linked to a
GIS for a large area in South Africa. The details of the linking and so on
we can handle. Where we are looking around still is the web publishing bit.
 ESRI has some very nice ways of doing this, but they are a bit beyond our
 budget at the moment. Has anybody done this with other software. We are
 trying to get away from having to update everything manually. Has anybody
done anything like this using GRASS. I have done little more than install
GRASS.
