Look about two thirds down the page for,

Tcl_X11-8.4.5.tar.gz
Tk_X11-8.4.5.tar.gz

I thought there were OSX package installers for X11 versions of Tcl/Tk 
8.4.5, but I can't find any links. Sorry.
