[winGRASS] Problems with winGRASS Web Links

Those links are correct, in that the Cygwin GRASS binaries used to
live in those directories when they existed. I'm not sure why they
were removed. However, it appears that if you want to use GRASS on
Cygwin, you will have to build it from the source code.
