[Incubator] Motion: Recommend OpenLayers for Incubation

I've been working closely with OpenLayers recently and am working toward 
merging functionality between Mapbuilder and OpenLayers.

OpenLayers have quality code and an open, strong community.

I think the arguement that OpenLayers is filling a need in the OSGeo 
stack is a little weak as there are products which do similar things. 
However OpenLayers does what it does very well and should be in the OS 
stack.
