[Incubator] Version of Project Graduation Checklist to apply to projects in incubation

Thanks Bruce, lets mark this clarification as passed.

Since we no longer have meeting minuets I will be sure this is included in
our Q2 report. Sadly I have not sent out reminders so it will be a very
