[Incubator] gvSIG project graduation

I agree with what Cameron proposes here. Based on your explanations, it 
sounds to me like the gvSIG association serves a role similar to that of 
a PSC in other OSGeo projects.

When you update the Incubation checklist with the open decision process 
information, please ensure you make it clear how decisions are shared 
with the community, and how new parties can become involved in the 
decision process if they wish to, either formally by becoming members of 
the association, or informally by contributing to or commenting 
decisions before they are being made, likely in a public forum.

BTW, in this thread there were comments about volunteers vs 
professionals which were suggesting that OSGeo projects were relying on 
volunteers' free time which is not sustainable. I agree 150% that 
relying on people's free time is not sustainable.

However I would like to clarify that while the typical OSGeo PSCs are 
not legal entities with paid staff like gvSIG Association is, most of 
the committers and PSC members of OSGeo projects are paid professionals 
working for companies/organizations (or self-employed consultants) who 
are supporting the projects indirectly through the contribution of their 
staff time. So instead of sending money to a central organization, each 
contributing company/organization contributes indirectly through the 
time of their employees.
