[Incubator] Projects: Adding HOTOSM tools

Hi Jody,

Apologies for the delay. Please see information below and let me know if
this is sufficient to add the HOT Tasking Manager? Any suggestions for
improvements in the documentation are always welcome!

This year we also started monthly Meet ups with the tech & user community
and people got involved in adding issues as well as testing new features on
our staging site. We do have a few contributors as well- see some examples
