[Incubator] Projects: Adding HOTOSM tools

Perfect,

The next thing I need is your osgeo user id; and to ask you to login to the
osgeo.org website. Once you have logged in once I can grant you permissions
to create a project page (and then we can review when you are ready).

Note as HOTOSM has a MOU with OSGeo you should also be able to edit the
partner page here
