[Incubator] Projects: Adding HOTOSM tools

Hi Jody,

Thank you so much for the speedy response and clear instructions. I will
review and update where needed our Github repo file to ensure that relevant
information is available and get back to you with the relevant links. Will
aim for the end of this week.
