Martin,

I'm not able to explain it because I don't know much about
internals of the OSGeo4W infrastructure (yet).

I think Hobu will know or you can also ask on the list

Back to the GAC, personally I don't mind to support GAC/NSIS officially
(and additionally to OSGeo4W). So, feel free to develop and document 
this kind of installation procedure. I believe it will be cool for some 
users. However, you should be aware that you will likely be the only 
developer in the team who is able to maintain it. Means, I'd leave the 
decision to you :-)
