But for example how we can add a command in the OSGeo4W app??

gacutil -i liblasDotNet.dll

In NSIS like it´s a complete programming language we have a command to Add a
windows command, a command to wait the command was complete and so.

I see a package file format:
http://trac.osgeo.org/osgeo4w/wiki/PackageListing

, but I don´t see like create the EXE installer.
