[Local-chapters] Updates from Spanish Language LC

Catching the ball thrown by Arnulf, just a quick update from Spanish LC.

We are right now in the middle of annual LC elections, we've added six
new charter members without any voting as there was just 6 seats (so
we are now almost 40 charter members) and will start Board of
Directors renovation also.

We are also looking forward for our annual meeting at Girona and will
have at least a nice "book-sprint" to improve the release of Victor
Olaya's magnum opus, a complete free GIS book (+- 900 pages).

Finally we are also trying to set up a t-shirt store to let people
from any part of the Spanish spoken world to be able to get a t-shirt
from the LC, we are not going to add any charge to the costs of
production as we are not really proactive on manage money at this
time, but that is another story for another thread.
