[Mapbender-dev] Motion: change type of column types

I motion to change the type of the column

* "fees" in table "wms" from varchar(255) to text. There have been some 
WMS that Mapbender cannot read due to this restriction.
* "e_js_file" and "e_mb_mod" in table "gui_element" from varchar(50) to 
varchar(255). We are now able to enter a comma-separated list of files 
in these fields, so 50 characters is not enough.

As these are minor changes, I motion to add them to Mapbender 2.5.
