Hi David,

take a look at
  http://trac.osgeo.org/mapbender/ticket/312
and
http://trac.osgeo.org/mapbender/changeset/3657

in short, the line
	if (!defined('LC_MESSAGES')) define('LC_MESSAGES', LC_CTYPE);
in globalSettings.php should do the trick, LC_MESSAGES is not defined
in Windows.
