Mapbender is a web application so Internet is needed. Alternatively you 
could provide a mobile device (Tablet) and install everything on the 
decive.

For Offline solutions that can be installed as apps on mobile devices 
you could use software like

qField https://qfield.org/
merginMaps https://merginmaps.com

GPS Element offers the option follow. Then the position should always be 
visible on the map.

This is not possible in digitizer at the moment. It would be a 
functionality that would be useful. If we have financial support for 
this feature it could be implemented.
