[mapguide-internals] VOTE: Add Jackie Ng as a committer (Re: OSGeo Project Contributor agreements)

Hi Jackie,
I see I didn't add your name to the MapGuide list on the wiki page.   
I guess yours is the first MGOS one I received, I had to start a new  
table for it.  Does that make sense?
