 DWFs created out MapGuide should be able to be marked up using Autodesk
 Design Review.

 When a generated DWF open in Autodesk Design Review, the map is in
 "Unknown" units. Consequently, I am unable to use the measure tools to
 produce a meaningful result. It seems clear that the actual units are in
 "page space", because when I measure across the entire width of the page,
 I get about 8.5

 At the minimum, the capability that DWF generation needs is the ability to
 embed geo-referencing information into the DWF such that:
  * the source extent can be extracted later using the DWF Toolkit API
  * Measure tools inside ADR work correctly
  * You can use Geo-specific tools like integration with GPS
