 Can you confirm in phpinfo() that the path to the runtime php.ini is set
 to the correct value?  I wonder if there's a stray php.ini getting in the
 way, or if the following registry key isn't set correctly (or maybe has
 the wrong permissions):

 HKEY_LOCAL_MACHINE\SOFTWARE\PHP\5.2.5\IniFilePath

 }}}

 It should be set to something like:

 {{{

 C:\Program Files\MapGuideOpenSource2.0\WebServerExtensions\Php
