 We currently have a webapi/mapagent test runner. But it is only exercising
 the PHP binding to the MapGuide API.

 To improve our test coverage, the Java and .net bindings should also be
 exercised with the same test suite that drives the PHP one. This obviously
 means porting the PHP test runner over to .net and Java.

 It is not yet determined whether we need to make .net/Java SWIG bindings
 to the SQLiteVM that the PHP test runner uses or we can just access the
 SQLite test suite db using the standard data access APIs provided by .net
 and Java.
