Mono support on non-windows OSes :)

My approach with Mono is simply: target the subset of the .net framework
that is proven to work on Mono and just assume it does work. My testing
resources are limited. The lack of Mono-related tickets on trac says that
Mono is "good enough".

But in terms of this release, the multi-site and non-transactional package
loading could do with some QA in a Mono environment.
