[MapProxy] Seeding generated way too many tiles

Help

I have setup MapProxy for an evaluation of tile caching.
When I ran the dry-run for Perth it got to 240,000,000 tiles at 0.08% finished!!

I have now reduced it to one suburb for 12 levels but it is still estimating 11,875,600 tiles.
What am I doing wrong?

Seeding command is
mapproxy-seed -f test2.yaml -c 10 seed.yaml -n

YAML files are attached.
