CVSROOT directory in SVN?

Yes, it should be safe to delete the CVSROOT and any .cvsignore  
files.  We went through a similar cleanup with GDAL, I don't recall  
if it was Frank or Mateusz who did it, but maybe they have the  
scripts/commands they used to do it systematically.
