There seems to be a fair amount of extant thought on this:

http://trac.osgeo.org/mapserver/ticket/2424
http://trac.osgeo.org/mapserver/ticket/2605
http://trac.osgeo.org/mapserver/ticket/2423
http://trac.osgeo.org/mapserver/ticket/1686

Perhaps an RFC is in order. It would be good to have the underlying
ideas in place ahead of the implementations, which will be legion.
