[mapserver-dev] Update documentation and inform users about issue handling

Hi,

It seems clear that Mapserver tickets will be closed in the future automatically after one year with no activity. This policy is something worth mentioning in the Mapserver documentation and an announcement on the mapserver-users list would be kind as well.

I still wonder how much you have considered about this. For example every single TinyOWS ticket will be closed only because there has not been any activity on the development side during the last year.
