[mapserver-dev] mapcache/demo is not working over https

Hi Steve,

I remember that we fixed this issue, in the past year, for MapCache.  If 
you try with MapCache-master (or 1.10.0-rc1) this should work for you. 
For example, the official MS4W demo server is HTTPS, and you can see the 
demo working (with MapCache-master) at https://ms4w.dev/mapcache/demo/
