[Mapserver-inspire] Named group layers via "wms_layer_group"

Hi Stephan,

Unfortunately I don't think I'll have time to test this soon, but I just 
wanted to give you my +1 on those two very welcome changes.

And BTW, what is your plan with respect to merging the INSPIRE stuff 
into trunk before 6.2? I don't remember if we discussed this with the 
rest of the MapServer PSC or not.
