I agree it would be nice to have some sort of "release notes" or 
"version history" link next to each download link.

Some other online resources:

I've been working on a 3.7 migration guide in the Wiki, which can be 
viewed here: http://mapserver.gis.umn.edu/cgi-bin/wiki.pl?MigrationGuide 
  This page lists new features, as well as changes that must be made to 
existing applications when upgrading to 3.7.  (Side note:  If you 3.7 
CVS users could take a look at this page and let me know if anything's 
missing, I'd appreciate it).

If you're using PHP MapScript, the DM Solutions folks have an up-to-date 
README page at
