[mapserver-users] Custom proj codes and mapscript

There are two possible locations where PROJ will look for the epsg file
on Windows, either C:\proj\epsg, or C:\proj\nad\epsg... it depends on
the version of PROJ that was compiled and I'm not sure which one the 3.5
dll was using.  If one didn't work then try the other.
