Yes, we've been providing WMS layers to ArcGIS 9.x without problems.
There are a few little quirks of ArcGIS usage, but they shouldn't affect
your ability to get something displayed.  Exactly what version of ArcGIS
are you using?

Has anyone successfully displayed a MapServer WMS in ArcGIS 9.x? I am
able to add the service to ArcMap. The list of layers shows up and I can
zoom to the extent of a layer, however nothing is ever rendered.
