maxscale/minscale questions

I'm creating a map with geographic coordinates (lon/lat).  How do I
calculate the various min/maxscale coordinates in this case?  Or, is
this just a case of making things too complicated?

I've tried setting the LABELMINSCALE and LABELMAXSCALE parameters in a
variety of ways.  If LABELMINSCALE is disabled, no setting between
1,000,000 and 2.5 for LABELMAXSCALE causes city names to be placed on
the map.  If LABELMINSCALE is enabled, and LABELMAXSCALE disabled,
*every* city name label is drawn, regardless of setting.

I'm really confused.
